In motocross the four strokes are classed with smaller displacement two strokes because the four stroke bikes weigh more. The two stroke also makes power twice as fast as the four stroke. For these reasons I guess they figure a 250cc two stroke would spank a 250cc four stroke so they class the 250cc...
