The new ideas are being flaunted because of the proposed gasoline tax increases.
How the system works is the federal government taxes gasoline under the interstate commerce clause and excise taxation. It then creates matching fund programs for the States. But the State needs to acquire the matching funds, so most use a gasoline tax of their own.

As the nation uses less gasoline... the taxes acquired from gasoline sales drop. Politicians hate lower revenue as it forces efficiency into the system.

An example relevent to trail use... NRTP is a federal program that grants money to non-profits for trail maintenance and development.
The money comes from the gasoline taxes of the off-road motorized users. The grants are 80% with the NP matching 20% in cash, or equivalent. The NPs use various methods to raise the cash, or equivalents.

Prove what?

That gasoline tax revenue is not keeping up with desired expenditures?
Politicians hate lower revenue?
Or that federal programs generally require matching funds?

is that what the UAW taught you? OH no that's right all they taught you was how to steal from the company you work for, and how to make a company go bankrupt that's the United alcoholic workers motto.

I don't work for the UAW... and never been a member of a union.

Still don't know which part you don't agree with.
