i have a 1972 evenrude norseman 399cc and if i keep pumping the primer it will stay running but if i stop it will shut off it has a new fuelpump. do u think it could be the seals in the crankcase? and if any one else has an evinrude does it go pretty fast when you get it running

Check the pulse line that goes from the pump to the crankcase. Either that or your fuel filter or pickup screen may be plugged.

Check the adjustments on the carb. If the screws are closed, you can pump fuel all you want and do absolutely nothing. Also check to make sure that the settings are correct for your area.
If all else fails, swap the carb with another of the same size and design.
Good Luck
